ZEC apologises for depriving first time voters by-election chance

The Zimbabwe Electoral Commission (ZEC) has apologised for depriving thousands of prospective first-time voters an opportunity to participate in the upcoming by-elections.

ZEC admitted failing to provide adequate and accessible registration centres throughout the country. But it has already closed the voters’ roll for the by-elections slated for March 26 this year.

The Commission’s spokesperson Joyce Kazembe told NewsDay that the electoral management body had realised that several people failed to register to vote due to inaccessibility of its 72 district centres and she apologised.

“We know that there are some who stay far from the district offices who may not be able to easily access the registration centres, but for now, we are abiding by the law. But we are sorry. We apologise,” she said.

“However, the registration process is still ongoing for other elections other than the by-elections. We have 9 000 biometric voters’ registration kits that we will roll out throughout the country to ensure complete accessibility of the registration service.”

ZEC was under-fire a few weeks ago after it initially claimed only 2 000 had registered as first-time voters throughout the year, but later revised the figure to 2 951.

Zimbabwe Election Support Network chairperson Andrew Makoni said a number of citizens failed to register to vote because centres were closed due to Covid-19.

He also cited the difficulty in accessing national identity documents by many prospective voters as, a factor that contributed to the low turnout.

“Most of the ZEC registration centres were closed for the greater part of last year owing to the Covid-19 pandemic and citizens failed to register.

“Given the low number of new people who are said to have registered to vote last year, it appears as if the voting rights are entitled to those who participated in the 2018 general elections.

“Of concern is the difficulty in accessing national identity documents which has barred a number of citizens from registering to vote,” Makoni said.

The initial appointment of Zimbabwe Revenue Authority (ZIMRA) board member Moris Mpofu to Acting Commissioner General (CG) is evidence enough that the whole board must be fired, observers note.

Mpofu was controversially appointed last week after Rameck Masaire tendered his retirement as CG. His appointment was criticised for exhibiting corrupt tendencies because he was in 2019 fired from Consolidated Diamond Company (ZCDC) over graft.

ZIMRA was also accused of breaching corporate governance principles by appointing one of the Authority’s board members to the managerial post. Mpofu was subsequently fired within 48 hours of his appointment.

ZIMRA reinstated Masaire who had retired, raising suspicion that the initial arrangement was a boardroom coup.

A prominent Harare corporate governance expert told Nehanda Radio it was illegal for an organization’s board members to appoint one of them to the managerial position.

“The role of the board is to provide checks and balances to the secretariat or to the workers of an organization. So, it is an anomaly for board members to find themselves switching roles from providing oversight to being workers of an organization. It is against principles of corporate governance,” the expert said.

“It’s like having the owners of Manchester United, the Glazers one day being coaches and another day going back to the board. You can’t have such a situation.”

Posting on Twitter, Norton legislator Temba Mliswa also slammed the current ZIMRA board and called for its disbandment.

“There is a conflict of interest in making Morris Mpofu, who is a board member, the new ZIMRA CEO. Whoever is a board member can never be part of management. That whole board should go because it doesn’t understand corporate management.

“They want one of their own to get in so that they create deals for themselves. A new board should come in. This one has caused so many problems,” Mliswa said.

In May 2019, the Zimbabwe Consolidated Diamond Company (ZCDC) board of directors fired seven senior executives, including then CEO Mpofu following reports of rampant corruption and abuse of office.

He was arraigned on charges of criminal abuse of office charges after he allegedly recommended that ZCDC should sell diamonds to a blacklisted buyer. He was released on ZWL 2 000 bail by magistrate Barbara Mateko. The State later withdrew charges against him.

Next month marks a year since Masaire was installed by ZIMRA as CG following the resignation of Faith Mazani, who joined the International Monetary Fund. Nehanda Radio

Warriors and JDR Stars forward Ishmael Wadi has implored the nation to rally behind the team ahead of their opening AFCON match with Senegal even though they are underdogs.

Wadi (28) is part of the Warriors’ final 23-member squad that was selected and entrusted by head coach Norman Mapeza to perform the national team duty at the AFCON tournament.

Zimbabwe were placed in Group B along with Malawi, Guinea and one of the tournament favourites Senegal.

Mapeza’s charges will take on Senegal in their opening game on Monday, square-off with sub-Saharan neighbours Malawi on Friday and lastly play Guinea next week Tuesday.

Though, the Warriors are playing the mighty Lions of Teranga in their first match, Wadi is ruthlessly convinced, him and his teammates might upset the 2019 AFCON finalists.

“I plead with everyone back home to try and support us whole heartedly, let’s do this as a nation, nothing is impossible. Rally behind us and trust us as we fight to raise the Zimbabwean flag higher.

“Yes! We are playing the Senegalese and we know they are strong but I am certain that with the squad we have here we can cause a surprise to the world,” Wadi said.

The former CAPS United talisman added that the Warriors are motivated with moral high in the camp and they won’t focus on the big names in the Senegalese squad.

“Everyone is talking about this game and people await to see how we will manage to play with the likes of Mane and Mendy who play in the EPL. We are not looking into big names, what’s important is to play our own game,” he added.

Wadi whose career made a sudden turn in five months time when he was previously plying his trade with financially struggling CAPS United, expressed his delight to represent Zimbabwe at the continental big stage.

“This is huge for me and l would like to thank God for this wonderful moment in my life, it’s a dream come true. Barely five months ago, I was at CAPS United playing in the Chibuku Super Cup and now I am part of the Warriors team in Cameroon doing the national duty.”

The forward also revealed his preparedness to face Chelsea keeper Edouard Mandy, although the player has now been ruled out with Covid-19.

The Senegalese goalkeeper is currently rated one of the world’s best goalkeepers after earning a number of accolades with the Blues, including the UEFA Golden Glove.

“He is a top class goalkeeper because he plays for Chelsea but l think it’s a good thing for me because l will be motivated to play against him,” the 28-year-old revealed.

Jordan Zemura to miss Warriors’ thriller versus the Lions of Teranga

Zimbabwe international defender Jordan Zemura who reportedly contracted Covid-19 at his base in England will miss the Warriors’ mouth watering opening fixture versus Senegal at the rescheduled AFCON 2021 tournament in Cameroon.

This comes after his English outfit AFC Bournemouth were hit by the Covid-19 outbreak last week Tuesday forcing the club to cancel their mid week league match after several players were affected by the virus.

The outbreak resulted in a number of the Cherries players and staff who tested positive of the virus being placed under a mandatory seven day isolation which lasted until Saturday.

However, it was not officially announced that the dreadlocked roving Zemura was among the players who had the virus but his delay to join the Warriors squad in Cameroon may evidently play a huge part to the conclusion.

He was supposed to leave England for Cameroon on the 3rd of January but to date he is still holed up in the UK.

Zimbabwe are scheduled to play a strong looking side (on paper) Senegal at the Stade Omnisports de Bafoussam in Bafoussam, Cameroon, today (Monday) afternoon.

The kickoff time for the much anticipated tricky encounter is 3pm Zimbabwean time.

The Warriors manager Wellington Mpandare confirmed Zemura’s absence to the state owned newspaper, The Sunday Mail.

“Zemura will miss the Warriors’ opening match versus Senegal. He will have his PCR test today (Saturday),” he said.

The in-form Bournemouth full-backs’ absence against the Lions of Teranga is a concern and a huge blow for head coach Norman Mapeza.

Due to Zemura’s non-appearance, Mapeza is now left with limited options on the left side of his defense, in the left back position.

He will now either play the Supersport United’s duo of veteran defender Onismor Bhasera and speedy winger Kuda Mahachi or Azam FC’ Bruce Kangwa as one of his fullbacks.

Mahachi who suffered an injury scare after picking a knock against Sudan in the 0-0 preparatory match last week Sunday has fully recovered.

Meanwhile, it looks gloomy for Mapeza’s opponents, Senegal, who are likely to face the Warriors without a number of their creme de la creme after some players tested positive for the Covid-19 virus.

The reported star players include Chelsea’s Edouard Mendy, Napoli’s Kalidou Koulibaly, Pape Sarr as well as Nampalys Mendy and Mame Thiam.

However, Liverpool’s Sadio Mane who is likely to tussle with the Warriors’ central defense of Teenage Hadebe and Gerald Takwara will lead the 2019 AFCON finalists in their attacking front. Nehanda Radio

Former Zimbabwe international defender Harlington Shereni has expressed concern over the lack of experience in the Warriors squad set to compete at the AFCON finals in Cameroon.

Zimbabwe are scheduled to play Senegal in their opening match on Monday before they face Malawi four days after and then Guinea in their Group B final fixture.

Shereni predicted a tough tournament for coach Norman Mapeza and his 23-member squad.

“The problem we have with our team is a lot of guys are inexperienced hence this competition requires a lot of experience,” Shereni told Nehanda Radio.

The 46-year-old dreadlocked ex-Dynamos defender’s concern comes after the Warriors went without a number of their key players due to injuries and other reasons.

The injury list includes Villas’ Marvelous Nakamba, Stade Reims’ Marshall Munetsi and England based Brendan Galloway.

Former Warriors poster boy for the past decade, Khama Billiat retired from international football and Tendayi Darikwa excused himself from the squad owing to personal reasons.

This means of the selected 23-men squad, only seven players once featured for the national team at the AFCON finals and the remaining are debutants.

Meanwhile, speaking on the much anticipated tricky encounter versus the Lions of Teranga, the former Nantes, Strasbourg and Istres player highlighted that the Warriors require a positive result to boost their confidence in the competition.

“AFCON is a very difficult competition, to make things worse, we are playing our first game against one of the best teams in Africa, Senegal. We need to get a better result on this game to remain focused on the competition without any panic, but it won’t be an easy match,” Shereni added.

However, the veteran player bemoaned lack of enough preparations ahead of the rescheduled 2021 AFCON finals in Cameroon.

Novak Djokovic wins Australia visa case, judge orders his release

The judge hearing Novak Djokovic’s challenge to an order by the Australian government revoking his entry visa has dramatically overturned the decision.

Judge Anthony Kelly ordered the release of the tennis star from detention, and told the government to pay his costs.

The 34-year-old Serbian player flew into Melbourne last week, hoping to defend his Australian Open title.

But Immigration Minister Alex Hawke could still cancel his visa on new grounds.

The government acknowledged in court that Djokovic was not given enough time to respond following the notification to cancel his visa.

The player was told he would have until 08:30 local time last Thursday to make comments about the visa cancellation under section 116 of the Australian Migration Act, but the Border Force made the final decision shortly after 07:40.

The Judge said Djokovic could have had more time to make a submission about why his visa should not be withdrawn if authorities had stuck to the original time.

“We all play by the same rules,” Judge Kelly said. “Stated in other terms: those rules were not observed.”

The trial began on Monday morning after delays caused by technical issues with a live stream of proceedings.

Lawyers for Djokovic argued that the 20-time Grand Slam winner entered the country on the understanding that his exemption from restrictions requiring travellers to be fully vaccinated against Covid-19 was valid.

Nick Wood told the court that the exemption had been granted to the player by two separate medical boards following a recent coronavirus infection and that he had presented all the necessary medical evidence to officials.

“He had done absolutely everything. He had engaged with everything that was required of him by Tennis Australia,” Mr Wood said.

Judge Kelly appeared to agree with Mr Wood’s argument and told government lawyers that he felt “agitated” by what he had heard so far.

“What more could this man have done?” he asked.

Djokovic’s lawyers have also argued that his treatment by Australian Border Force officers after his arrival was “manifestly unjust”.

After being approached by officials at the airport, he asked to wait until the morning to hear from his team before deciding whether to leave the country. This was initially agreed to by officials.

He then went to sleep, but was woken up around 06:00 by officers who allegedly pressured him to respond “because it was better for him if they made the decision right away”.

Government lawyer Christopher Tran argued that Djokovic’s recent Covid infection did not qualify him for an exemption from travel rules, and denied there was any unfairness or unreasonableness in the decision.

Though Djokovic has not spoken publicly about his vaccination status, in his interview with border officials he confirms he is not vaccinated.

He told the interviewer that he tested positive for Covid twice – in June 2020 and on 16 December 2021. Copies of his positive PCR tests were provided to the interviewer – one was issued on the 16 December 2021, a day before Djokovic appeared at public events without a mask.

Afcon 2021: Cameroon rally to win Africa Cup of Nations opener

Cameroon came from behind to beat Burkina Faso 2-1 in an incident-packed opener at the Africa Cup of Nations.

An acrobatic volley from Gustavo Sangare put the Burkinabe ahead midway through the first half in Yaounde.

But two unerring penalties from captain Vincent Aboubakar turned the game around for the hosts before half-time.

Indomitable Lions keeper Andre Onana made two crucial second-half saves as Toni Conceicao’s side opened their Group A campaign with victory.

A Cape Verde side hit by Covid-19 cases saw off 10-man Ethiopia 1-0 in the day’s second game in the Olembe Stadium, with striker Julio Tavares scoring a powerful header in first-half stoppage time.

There are four games on Monday, with 2019 runners-up Senegal in action and four-time champions Ghana facing Morocco at 16:00 GMT.

Entertaining curtain-raiser in Cameroon

The Nations Cup has been delayed a year by the coronavirus pandemic but, after a colourful opening ceremony, the first game served up an absorbing contest.

Burkina Faso defender Steeve Yago was lucky to only see yellow for a first-minute sliding tackle on Collins Fai, which was the first of several rash challenges which ultimately cost the Stallions.

Burkina Faso took the lead following their first sustained period of pressure after Bertrand Traore saw his header from a corner cleared off the line by Nouhou Tolo and Sangare clipped the crossbar with a cross.

Aston Villa forward Traore picked up the loose ball on the right wing and crossed to the back post for Sangare, who showed brilliant technique to send a first-time volley inside the left-hand upright.

Cameroon were undaunted and were handed the chance of an equaliser five minutes before the break when Traore clumsily brought down Andre-Frank Zambo Anguissa.

The penalty was awarded following a video assistant referee review, and Aboubakar sent goalkeeper Herve Koffi the wrong way from the spot and stroked the ball into the right-hand side of the net.

The hosts then got a second penalty in first-half injury time when Issoufou Dayo slid in on Tolo after the Cameroon defender had played the ball.

Aboubakar, who scored the winner when Cameroon last lifted the Nations Cup in 2017, made no mistake second time around as he went the other way with his penalty.

After the restart Onana kept out an ambitious long-range free-kick from Traore and then denied Cyrille Bayala from close range.

Aboubakar was denied a hat-trick by a tight VAR offside call, while Zambo Anguissa fired narrowly wide as the Indomitable Lions looked to put the game to bed.

The hosts, who are looking to lift the continental trophy for a sixth time, are back in action on Thursday, against Ethiopia.

Ethiopia pay price for early dismissal

Coach Bubista and nine Cape Verde players were absent because of Covid and the Blue Sharks were only able to name six substitutes for their match against Ethiopia.

The east Africans went down to 10 men early on after Yared Bayeh failed to control a wayward back header and brought down Julio Tavares just outside the box in the eighth minute.

Initially shown yellow by Angolan referee Helder Martins de Carvalho, the centre-back had his card upgraded to red after a lengthy VAR check.

Substitute Mignot Debebe almost scored a freak own goal, but his miscued clearance was clawed away by Ethiopia keeper Teklemariam Shanko on the line, and Shanko then saved well from midfielder Dylan Tavares.

The islanders hit the front when a deep cross from the left flank was volleyed back across goal by the ever-bright Garry Rodrigues and striker Tavares was on hand to convert from close range.

Ethiopia made little impact going forward in front of a sparse crowd, with the majority having departed after Cameroon’s earlier victory.

Coronavirus hits preparations

The mid-season timing of the tournament has received criticism from European clubs, while the emergence of the Omicron variant of Covid-19 is having an impact on fans and players.

Attendances are capped at 80% of capacity for Cameroon’s matches and 60% for all other games, while supporters must be double-vaccinated and have a negative test.

Those restrictions did not seem to impact on a lively crowd watching the hosts, but the Burkinabe were without coach Kamou Malo and six players because of positive tests – and a host of players will be missing from Monday’s matches.

Senegal, beaten by Algeria in the 2019 final, are set to have just 17 players available for their Group B opener against Zimbabwe because of Covid-19 cases and injuries in their squad.

Guinea and opponents Malawi have also been hit by outbreaks while Morocco pair Aymen Barkok and Auyoub El Kaabi are out of their Group C opener.

Elsewhere, Gabon captain Pierre Emerick-Aubameyang will not face debutants Comoros after testing positive on arrival in Cameroon on Thursday.

Haruzivishe was granted bail pending appeal on his 14-month prison sentence in July last year but the 28-year-old remained in prison following the revocation of his bail on separate charges.

The pro-democracy campaigner was represented by constitutional law expert Professor Lovemore Madhuku.

“The Applicant be and hereby admitted to bail in respect of the pending trial on the charge of kidnapping with intent to promote public violence (CRB 2165/21) on the conditions stated hereunder,” read the judgement.

A Harare court was left stunned on Thursday after a ZBC employee who is accusing popular preacher T Freddy of two counts of rape told the court that the Goodness and Mercy ministries leader qouted bible verses while forcing himself on her.

Rutendo Makuti said T Freddy called his act annointing sex.

“In January I went to thank the accused for his assistance in February. The accused started to say, Madam you are glowing. Inini moyo wangu waperera pauri, nekufirwa kwawaita ndokwanisa kukuchengeta,” the ZBC employee said.

“I told him that it is was taboo. He seemed to have understood but in October he continued saying, ‘ndaakutya kuti ndichakutorerwa nevamwe vanhu I want to take care of you and your kid,” the court heard.

It was further alleged that in November 2020 T Freddy requested to visit Makuti’s rural area. He claimed to be seeing some bad spirits following her child saying he might die.

On one occasion when T Freddy had allegedly given her lift to her house, he is said to have disembarked from his vehicle helped her to carry bags into her house.

She said she went into the toilet and when she came out she found him “lying on the bed.” He had removed his shoes and there was a gun in his shoes.

“I asked him why he was on my bed,” she said.

“I then sat on a chair and the accused called my name asking why I make life impossible. He quoted a Bible verse saying that the deceased no longer knows anything. He removed his belt and said he was not comfortable with the belt. He locked the door and threw the keys under the bed. He told me that from that day I should accept him as my husband,” she continued.

“He removed his trousers and his flowery shirt. He said, ‘Ruru take me as your husband.’ He held me with power and I failed to fight him he overpowered me because I was using one hand but he managed to throw me on the bed.”

“He removed my skirt and further removed his underwear, and he removed mine, and he was pressing me down on his stomach while on top of me saying that I should not deny the anointing he was going to give me,” the court heard.

She also told the court that T Freddy raped her without protection but during the process he was saying, ”Thank you my Lord”.

T Freddy is said to have warned her not to tell anyone.

She added that T Freddy told her of other women who had died for refusing his “anointing” or told people that they had been raped.

She told the court that T Freddy used an example of PHD ministries leader and prophet Walter Magaya’s girlfriend who had died in Botswana.

“Our Gods are different, mine is a killer,” T Freddy is alleged to have told her. The court heard that T Freddy once allegedly raped the wife or his friend. His friend was named as Brighton Kawanza.

The Harare based preacher who is being represented by Everson Chatambudza denied all charges. He said he was in an affair with Makuti but she had turned the screws on him after he decided to end the relationship. Zim Morning Post

Chief Serima (born Vengai Rushwaya) and Zanu PF MP John Paradza have allegedly enlisted the services of officers from the President’s Office to haul Serima High teacher Batsiranayi Ngugama out of the school after labelling him a security threat.

Ngugama’s lawyers, Matutu and Mureri yesterday wrote a letter to Gutu District Schools Inspector (DSI), Ronald Muganhu complaining against his active involvement in the matter.

The Mirror is however, told that Muganhu refused to receive the lawyer’s letter at his office yesterday afternoon which is copied to Serima High head and Masvingo Provincial Education Director.

The letter which is in the hands of The Mirror and dated January 4, 2022 alleges that Muganhu, at the instigation of some unnamed officers from the President’s office at Mpandawana summoned Ngugama and the head of the Roman Catholic run school Progress Matongo for a meeting at his offices on Monday.

The pair arrived at 8am and waited until 2pm for the meeting to happen. At 2pm, Muganhu summoned the two into his office and said he was under instruction from the President’s office to transfer Ngugama out of Gutu West Constituency because he was a security threat. He also told them that the other complainants in the matter are Chief Serima, Gutu West MP John Paradza and Harrison Manda.

Muganhu told Ngugama that the matter was not open for discussion and ordered him to find a school for a swop before the opening of the first term. In the letter, Matutu and Mureri gave Muganhu 48 hours to explain why he was labelling a mere school teacher, a security threat or face further legal action.

The lawyers warned Muganhu that the transfer he sought against Ngugama was illegal and of no force. Muganhu blew his top when The Mirror called him for a comment. He said he was aware of the matter but described The Mirror as rotten.

“Vanhu vekuMirror munoda kundijairira sitereki. I know the case but handidaviri zvinhu zvakaora kudaro.
“I cannot respond to such rotten issues, tell Ngugama to come and face me directly. I am not frightened by papers from his lawyers and the allegations he is making are false and misplaced,” said Muganhu who has a track record of being anti-media and unaccountable.

Paradza said he was not aware of the matter as he was in Masvingo when Ngugama was summoned.
“I am hearing this from you for the first time. I was in Masvingo when Ngugama was summoned and I don’t have the tendency to frighten people from my constituency more so teachers. I have no reason to do that as I am guaranteed to retain my seat,” said Paradza.
