Elected Members of Parliament from the ruling Zanu PF party are set to receive $13 000 each for their victory celebrations, the Daily News can report.

The windfall is being drawn from Zanu PF’s eye-popping $15 million budget that had been set aside for a run-off, which the ruling party averted after its presidential candidate sailed through with a razor-thin margin.

Zanu PF also secured a majority in the National Assembly.

While the victory celebrations have been put on ice pending a Constitutional Court (Con-Court) petition by MDC Alliance leader Nelson Chamisa, Zanu PF has already authorised the release of the money in the event that the superior court rules in favour of President-elect Emmerson Mnangagwa.

The Con-Court, which is the highest court of appeal on the land, is set to sit down tomorrow to hear Chamisa’s court challenge which has so far put Mnangagwa’s plans on hold.

Chamisa is seeking the Con-Court to declare him the winner of the elections or that the apex court orders a re-run — something that Zanu PF is seemingly well prepared for.

Several winning MPs from Zanu PF told the Daily News that they were promised hard cash in the event of winning the general elections.

“We were promised $13 000 as a winning bonus. The money is supposed to go towards funding celebrations in our respective constituencies. Now Chamisa is making silly noises and we cannot get that money.

“Most of the MPs spent huge on the elections and the $13 000 will go a long way in filling the gap,” an MP who asked not to be named told the Daily News.

Several other legislators confirmed that indeed their pockets were set to be lined further, on top of the off-roaders that they received for campaign purposes ahead of the disputed elections.

Sources in the ruling party also revealed that Zanu PF’s war chest still boasts of at least $15 million that was set aside to cater for a presidential election run-off.

Zanu PF spokesperson Simon Khaya Moyo yesterday referred questions about the bonuses to the party’s commissariat department headed by Engelbert Rugeje.

“That should be known by the commissariat, talk to Rugeje,” said Khaya Moyo.

Rugeje was not forthcoming on the matter, as he also referred questions back to Khaya Moyo.

“Why don’t you talk to Moyo, he is the one in charge of publicity,” he said, when he was pressed for an answer Rugeje said, “I am presently out of the country and presently don’t have an answer for you”.

While Chamisa’s MDC Alliance struggled with funding during its campaigns, Zanu PF was awash with resources and spent big in rolling out electronic billboards and dishing out its campaign regalia.

Zanu PF also offered its supporters with farming inputs and gave each of the 210 parliamentary candidates a campaign vehicle.

According to Zanu PF officials, the ruling party got much of its funding from the Communist Party of China and companies that are eyeing opportunities to emerge under Mnangagwa’s administration.

Carrying on with former president Robert Mugabe’s politics of patronage, the so-called new dispensation also bought more than 226 cars for traditional leaders in a move described as vote buying and misplaced priorities by critics especially poll observers from the western world.

Zanu PF has a fleet of Ford Fiestas, Ford Ranger trucks, and buses and has a specific budget for the youth league and women’s league running into millions. –DailyNews

Declare me winner: Mnangagwa

President-elect Emmerson Mnangagwa wants the Constitutional Court (Con-Court) to declare him the winner of the hotly-disputed July 30 poll, and to disregard opposition leader Nelson Chamisa’s legal action which he says is merely intended to delay his inauguration.

This comes as the Con-Court will tomorrow hold a televised hearing to determine whether Chamisa has a solid case against Mnangagwa — who was declared the winner of the country’s presidential poll three weeks ago.

In his heads of argument against Chamisa’s court application, Mnangagwa said the petition was an abuse of the court process as it was only intended to delay him from taking his oath of office.

“It (application) is only meant to hold the first respondent and the nation at ransom to achieve purposes and objects unconnected to the litigation,” Mnangagwa said, adding that the Con-Court must declare him as the winner as “the election results were a true reflection of the people’s will”.

Chamisa filed his court challenge against Mnangagwa’s hotly-disputed victory in the July 30 election on August 10 — thereby suspending the latter’s planned inauguration which was due a day before the Heroes Day holiday.

In essence, Chamisa’s court application seeks to either have the presidential election declared as null and void, or for him to be affirmed as the rightful winner of the poll. Alternatively, the MDC Alliance leader wants a fresh presidential race to be held.

In the disputed presidential vote, Mnangagwa narrowly avoided a run-off after polling 50,8 percent of the ballot against Chamisa’s 44,3 percent.

In determining the petition, the Con-Court may declare a winner or invalidate the election — in which case a fresh election will have to be held within 60 days after the determination. If it upholds the election result, Mnangagwa will be sworn in within 48 hours of the decision.

In his heads of argument, Mnangagwa further said his “victory” was hard to bear for Chamisa and the more than two million people who had voted for him.

“The disappointment naturally felt by a candidate, his election agent and supporters on his failure to secure election often causes a keen desire to appeal to the law. The sting of defeat is hard to bear.

“But everyone aiding or concerned in the presentation of an election petition, should carefully consider and be advised upon the whole position, before adopting so serious a step, and should weigh all the consequences that may ensue for either the success or failure of a petition.

“There is no legal proceeding which is more far-reaching in its effects, which excites a greater amount of animosity, personal feeling and hostility,” Mnangagwa said.

The Zanu PF leader also sought to dismiss the challenges by his other rivals who were cited as co-respondents by Chamisa.

“These ‘notices of opposition’ are in reality disguised applications by aggrieved losing candidates in the elections. The disguised applications have been lodged outside the peremptory time period provided for in the Constitution ….

“The challenge must be by court application as provided for in Rule 23(1) of the Rules. If he does not do so within seven days, he loses the right to challenge the outcome of the election.

“These respondents did not lodge challenges to the declaration of the first respondent as the winner of the elections within the time period and manner prescribed.
They accordingly lost the right to challenge the declaration of the results,” Mnangagwa argued.

His averments were supported by Zimbabwe Electoral Commission (Zec) chairperson Priscilla Chigumba in separate submissions, captured in her heads of argument.

According to Mnangagwa and Chigumba, Chamisa had failed to supply to the respondents, the bundle of evidence that he makes reference to in his application.

“It is common cause that these separate bundles were not and have not been served on the 23rd, 24th and 25th respondents (Zec, Chigumba and the chief elections officer to the Electoral Commission).

“It is common cause that the 23rd, 24th and 25th respondents prepared and filed their opposing papers in this matter without having had sight of any of the separate bundles referred to by the applicant in his founding affidavit,” Chigumba said.

She said it would be prejudicial to the electoral body, for it to be referred to evidence that does not form part of the court bundle, adding litigation is not an ambush. DailyNews

Opposition leader Nelson Chamisa yesterday warned that if he fails to win his case against President Emmerson Mnangagwa at the Constitutional Court (Con-Court) this week, he will turn to the people to defend “their vote”.

This comes after the youthful MDC Alliance leader challenged ordinary Zimbabweans at the weekend to embark on three days of fasting — in preparation for tomorrow’s closely-watched Con-Court hearing.

Addressing journalists at the Morgan Tsvangirai House in Harare yesterday, Chamisa warned that if the legal route failed him, he would mobilise Zimbabweans to “defend their vote”.

“We have all routes that are available, the legal and the constitutional routes. Beyond those, we have a political route that we are going to pursue in the context of peace and the Constitution.

“We will mobilise and organise the people of Zimbabwe to make sure that their vote is protected and guaranteed. Our first avenue is the legal route and the second avenue is the political route.

“We have to stand with our God to defend our vote within the confines of peace … change does not come easy,” Chamisa said.

“We do not want to go back to the situation where we are made to wait for another five years by those who are seeking to subvert your will.

“The darkest hour is before dawn and our Almighty is on our side. This candidate (Chamisa) is ready to assume office at the appropriate time,” Chamisa added.

“Mnangagwa was defeated in this election. There is totally no confidence in Zanu PF and Mnangagwa. We will, together as a nation, agree on a working programme for the total fulfilment of our vote.

“We should not allow ourselves to be intimidated by anyone from anywhere. We are the masters of our own destiny. We are our own liberators,” he said further.

Chamisa has challenged Mnangagwa’s July 30 poll victory, culminating in tomorrow’s hearing by the Con-Court which has the arduous task of either upholding or nullifying the result.

He is seeking to either have the presidential election declared as null and void, or to be affirmed as the rightful winner of that poll. Alternatively, he wants a fresh presidential race to be held.

The court case comes after Zimbabwe held its first ever post-independence elections three weeks ago without deposed former leader Robert Mugabe — who resigned from office in November last year on the back of a military intervention.

Millions of Zimbabweans cast their vote in the historic July 30 elections, to choose both a new Parliament and president — following the dramatic fall from power of Robert Mugabe.

The elections also marked the first time that the main opposition MDC was not represented by its founding leader Morgan Tsvangirai, who lost his brave battle with cancer of the colon on Valentine’s Day this year.

Zanu PF retained its two thirds parliamentary majority in the plebiscite.

However, the peaceful campaigns and a camaraderie spirit that had characterised the run-up to the elections were sullied in the aftermath of the polls when deadly violence broke out in Harare’s central business district (CBD), following a clash between opposition supporters and security agents.

At least six people subsequently died when the army used live ammunition to break the ugly protests.

Yesterday, Chamisa warned that the country would — without him at the helm — slip back to the 2008 era where Zimbabwe’s own currency was decimated by record hyperinflation, when the economy imploded due to Mugabe’s misrule.

“Even in that case, if we don’t do it now, there is no guarantee that if we win again in 2023 those that are seeking to subvert your will are not planning to do it again.

“In the interest of our country, its people and the economy, Zec must accept that it has played a divisive role in our politics. What was a clear and unambiguous victory has been muddied by partisan individuals in Zec,” Chamisa said.

He also said that Mnangagwa should step down and resist fomenting the stereotype that “African strongmen never want to leave power after an election”.

“He must take this opportunity to negotiate a respectable exit and leave peacefully. An unnecessary and protracted battle will not benefit Zanu PF in the medium to long term.

“To the international community, the road to the future of Zimbabwe, the rule of law, good governance and observance of human rights passes through a fresh pair of hands and genuine alternative politics,” Chamisa added.

The opposition leader has insisted that he won the hotly-disputed July 30 presidential poll — whose results he claims were fiddled with by Zec.

In the disputed presidential vote, Mnangagwa narrowly avoided a run-off after polling 50,8 percent of the ballot against Chamisa’s 44,3 percent.

Zec has, however, since revised downwards Mnangagwa’s victory to 50,6 percent.

At law, a losing presidential candidate has seven days to challenge results, with the Con-Court obliged to make its findings and to deliver a verdict within 14 days after that.

If the Constitutional Court upholds the election result, Mnangagwa must then be sworn in within 48 hours of the court’s decision.

In determining the petition or application, the Con-Court may declare a winner or invalidate the election — in which case a fresh election will have to be held within 60 days after the determination.

Meanwhile, and ahead of the Con-Court hearing tomorrow, Chamisa exhorted Zimbabweans at the weekend to go on a fast for three days.

“I am urging the whole nation to pray. Let us go before God so that he may help us, we don’t want the spilling of blood.

“We want to make the country better for all. The country does not belong to Zanu PF, the MDC or any other political party.

“It is for all of us. So, we want everyone to understand that when we unite, we are doing this for the whole country.

“May God bless you. Starting on Monday, Tuesday and Wednesday, it’s time for prayer, everything is in God’s hands.

“The whole world belongs to God. I want to congratulate and thank you for taking part in the voting process,” Chamisa said in a video taken while he was praying on a mountain in Murewa. –DailyNews

Uganda army apologises after reporter beaten

The Ugandan military has apologised for what it called the unprofessional conduct of soldiers after a Reuters journalist was beaten and arrested as he covered a protest in the capital, Kampala, on Monday.

In a video widely shared on social media, Reuters photographer James Akena is seen cowering as soldiers beat him.

According to AFP news agency, he was detained for several hours after being beaten.

In a statement the military said that soldiers who had molested journalists would be arrested and punished:

Earlier Human Rights Watch called on the Ugandan police and military to stop attacks on the media and respect the rights of all protesters.

On Monday one person was killed and more than 100 were arrested during protests over the detention of several opposition MPs and activists.

Last week two journalists were arrested as they reported live from where a driver of the detained MP and musician Robert Kyagulanyi – known as Bobi Wine – was killed.

Human Rights Watch wants an independent investigation into the shooting of Yasiin Kawuma.

Renowned songbird Ammara Brown yesterday released a new song titled, Svoto, featuring Nigerian singer and Leg Over hit-maker Mr Eazi. The “barefoot goddess”, as she is known by many, had not released new music for a while but had been performing at various places around the nation.

Svoto is a love song with a vibrant, energetic vibe and a traditional African sound infused with the sungura guitar.

Ammara and Mr Eazi met in Zambia last year where they shared the stage and this song is a fruition of that meeting.

Ammara held a press conference in Harare yesterday where she spoke about the regional collaborations she has been working on including a song called Kuchururuka” featuring Nigerian dancehall musician Patoranking.

The songbird also shed some light on her relocation to South Africa and parting of ways with her former manager Tsungi Zvogbo who worked with Ammara for five years. The Chronicle

Ndoro surfaces at PSL club

Tendai Ndoro has surfaced at one of the SA PSL clubs with a view of joining them this season, following his departure from Ajax Cape Town.

The Siya crew has learnt that the striker is at Highlands Park, where he is training under coach Owen da Gama and his technical team.

Ndoro is currently a free agent, having parted ways with the Urban Warriors at the end of his contract in June. As reported by the Siya crew, the Lions of the North are one of the clubs that have been interested in the services of the Zimbabwean striker.

As previously reported, the former Orlando Pirates man has also been linked to Mamelodi Sundowns, Kaizer Chiefs, Bidvest Wits and SuperSport United.

However, according to sources in the know, it seems that the Lions of the North are keen on adding the player to their roster before any other club can make a move on the player. — Soccer Laduma.

Manyuchi loses in Russia

Charles Manyuchi lost by a unanimous points decision to Russia’s Magomed Kurbanov in a 10-round international match at the DIVS (Palace of Sport) in Ekaterinberg, Russia, on Sunday night.

Manyuchi, who was back in the ring after another defeat in Singapore where he gave up the WBC silver title, was fighting the 23-year-old Russian as part of a nine-bout bill put together by RCC Promotions.

It has several titles at stake.

They included the fight for the WBO Oriental between Eduard Skavinsky and Oleksandr Ivanov (Russia), the IBO world title between Shavkat Rakhimov (Russia) and Robinson Castellanos (Mexico) as well as the WBC international which had Mukhammad Yaqubov taking on Victor Alejandro Gonzalez of Mexico.

Reports from the Russian city say Manyuchi put up a spirited effort, dominating in the preliminary rounds, but seemed to lack the endurance going into the final lap of the battle.

It is the fourth loss in the Zimbabwean’s career (and the first in his new-found division of super welterweight).

A tumble down the rankings is now imminent.

His Russian opponent, who is yet to taste defeat, takes his tally to 15, with 11 knockouts.

Though no official comment could be obtained from Manyuchi’s manager, Christopher Malunga, fatigue appeared to have caught up with the Zimbabwean boxer.

“He fought impressively in the first four rounds, but after that he was struggling. I think he lost weight from 83kg to 69kg, and to achieve this he was compelled to undergo dry fasting for close to a week and this must have affected him physically.

“He was not fit and a bout of stomach upset started after he began eating after the weigh-in,” said Prosper Chibaya, who travelled with the former champion, to offer moral support.

Gems coach calls for early World Cup preps

While the Zimbabwe senior netball team are still in a celebratory mood, after securing their place at next year’s World Cup in Liverpool, England, coach Lloyd Makunde has called for early preparations for the event.

The team arrived back home from Zambia on Sunday.

Zimbabwe, who have been growing in leaps and bounds over the years, will be up against the likes of hosts England, Australia, New Zealand and Fiji, among the other top netball-playing countries.

The 2019 Netball World Cup is slated to take place from July 12 to 21 next year with 16 countries competing in the prestigious competition.

“Firstly, we are all happy about this qualification but then we need to go back to the drawing board because where we are going, we are going to the elite stage where we will be competing with the best of the best.

“We lost to Uganda two days ago (on Saturday). Uganda are now almost a world-class team. So it’s high time we start preparations now,” said Makunde.

The Zimbabwe senior netball team will be making their first appearance at the world stage and vice-captain Felistas Kwangwa is hopeful their participation at the World Cup next year will open more doors for the players.

“It means a lot for us as players and I think participating at big tournaments shows that we are doing something to promote the sport and the girl child.

‘’As players we are expecting to market ourselves. I am hoping that two or three players will be spotted by foreign clubs.

“We are happy we qualified for the World Cup but I am worried because it will be our first time to meet the giants in netball, of which it’s a big tournament and expectations will be high.

‘’Unlike other teams like South Africa, Malawi and Uganda they have been to some major tournaments, so they have the experience.

“I think if we can have friendlies with some of the big teams it will help when we go for the tournament.

“The highest competition we have had so far is the African Championships of which the big team there was Malawi. South Africa did not come.

‘’You learn from competing with the giants and you get some experience,” said Kwangwa.

For the African title, Zimbabwe were third behind Uganda and Malawi.

It was a repeat of last year when they also came third in the same tournament hosted by Uganda.

The 23-year-old goal defender said although the competition was stiff in the just-ended event, it was Uganda who gave them a tough time also highlighting the importance of competing in major tournaments.

“Competition was tough and Uganda gave us a tough time, they outclassed us. Comparing them (Uganda) with the last time we met before the World Cup qualifiers, before they went to the Commonwealth Game, we were at the same level.

“But this time they were completely a different team but with the same players. It shows they have been improving. So the type of competition you compete in also matters,” said Kwangwa.

Other countries that have so far qualified for next year’s World Cup are Australia, England, Fiji, Jamaica, Malawi, New Zealand, Northern Ireland, Uganda, Samoa, Scotland and South Africa.

The remaining four teams are expected to be confirmed next month after the regional qualifying competitions for the Americas and Asia.  The Chronicle

Bosso’s new find a gem

Highlanders’ new signing Tafadzwa Sibanda did not take time to prove to all and sundry that he is a gem when he was introduced as a second half substitute in a stalemate with Nichrut at Ascot Stadium in Gweru on Saturday.

The lanky forward acquired from Zifa Central Region League side TelOne came in as a second half substitute, replacing a struggling Godfrey Makaruse in the 50th minute and in those few minutes, he managed to impress hordes of Bosso’s faithfuls with his superb ball control and off the ball movement.

With a bit of luck, he could have scored on his debut when he timed a cross from the right by winger Gabriel Nyoni to perfection but his well calculated diving header was saved by a well positioned Nichrut goalkepper Stanley Chakwana.

Sibanda’s former coach and former Bosso and Warriors winger Joel “Dubai” Luphahla, who was part of the crowd that watched the match, was impressed by the performance of the striker and was quick to say more was coming from him.

“That’s the quality of a footballer we are talking about and wherever I have gone, I have always recommended good players to bigger clubs.

“He is a very good player. It’s unfortunate that he was introduced in the second half when the complexion of the game had changed. There was no longer a clean supply of balls up front but he almost scored,” said Luphahla.

He said he was optimistic that Sibanda would not take time to find his feet at Bosso.

“He will definitely give the Bosso fans a smile, believe me. I expect him to flourish more if he is played alongside a player of Nigel (Makumbe)’s qualities and my wish is for him to be given more game time on Thursday and definitely he will show his qualities and abilities. He is good both in the air and on the ground,” said Luphahla.

One of Sibanda’s former teammates at TelOne was heard soon after the match saying “rapinda dhara”, which literally means he has fitted in well.

Highlanders’ chairman Kenneth Mhlophe, who travelled to watch the match, was also impressed with the forward’s performance and hinted that he might be the side’s find of the season.

“Tafadzwa exhibited some quality in his play, which is very rare for a player coming from a lower Division to do at this level of the game.

“I can safely say we have found a gem of a player and we are looking forward to him playing a part in bringing the glory days back to Bosso. I am therefore urging our supporters to come in numbers and watch this gem of a player in action against Chicken Inn on Thursday,” said Mhlophe.

Another debutant Tinashe Makanda, who was thrust into the starting line-up, did not last on the field of play as he was taken out injured in the 21st minute.  The Chronicle

Former Minister of Energy and Power Development, Samuel Undenge appeared in court last week in connection with a case in which Intratrek Zimbabwe was corruptly awarded the Gwanda solar power plant tender by Zimbabwe Power Company (ZPC).

The State argues Intratrek was awarded the said tender at the instigation of Undenge resulting in ZPC losing over $5 million.

Undenge appeared before a Harare magistrate Mrs Learnmore Mapiye who released him on $1 000 bail with instructions to continue residing at his given address until finalisation of the matter.

He was remanded to August 27.

Undenge is currently on bail pending appeal on a separate charge in which he was jailed for prejudicing the same power company of $12 650.

Undenge in 2016 handpicked a public relations company called Fruitful Communications owned by Psychology Maziwisa and former ZBC news anchor Oscar Pambuka to do work for ZPC. This was done without going to tender.

He was sentenced to four years in prison, with one-and-a-half years suspended on condition he does not commit a similar crime.

The latest charges arose after businessman Chivayo’s company, Intratrek Zimbabwe, was corruptly awarded the Gwanda solar power plant tender.

When Chivayo initially appeared in court, the prosecution told the court that Undenge would also be arrested in connection with the offence.

It is alleged Chivayo failed to execute the project despite getting $5 607 814,24 from Government.

Ms Venranda Munyoro from the Special Presidential Anti-Corruption Unit represented the State, while Mr Alec Muchadehama appeared on behalf of Undenge. The Chronicle
