Dr Clarence is suing  CM for gross incompetence that has resulted in his loss of creativity due to mental stress.

He is claiming $1 500.

In his founding affidavit filed at the Chitungwiza Civil Court (case number 642/14), Dr Clarence alleges that he was harassed by some municipality employees when he went to pay his outstanding dues.

“The municipality officials refused to accept my outstanding dues and instead, forced me to sign an acknowledgment of debt form from their debt collectors, Mangwana and Partners.

“I asked the town clerk why they had hired a debt collecting firm based in Milton Park and yet Chitungwiza has the same skilled personnel in legal matters.

“That is when I was harassed and as a  result, I have lost creativity in  my works of art because the municipality is giving me stress,” read part of the affidavit.

“The municipality, which is supposed to represent us, is persecuting us. We have no tap water and access to  (clean) water is my fundamental right but they dwell on trivialities,” further stated Dr Clarance.

The summons were delivered to CM early this  week and they have acknowledged receipt.

They were given seven days to respond.
