The Zimbabwe Constitutional Movement (ZICOMO) has sharply criticised the removal of Jessie Majome as head of the Zimbabwe Human Rights Commission, describing the move as unlawful and a threat to constitutional governance.
In a statement issued on April 11, the organisation accused President Emmerson Mnangagwa of bypassing legal procedures by reassigning Majome to the Public Service Commission without following due process.
ZICOMO argued that the decision undermines democratic institutions and raises serious concerns about respect for the rule of law.
The group pointed to constitutional provisions requiring the establishment of an independent tribunal to investigate alleged misconduct before the removal of a commission chairperson—steps it says were not followed.
The reassignment was announced by Chief Secretary to the Cabinet Martin Rushwaya, prompting speculation that the move may be linked to the commission’s recent scrutiny of public hearings on a controversial constitutional amendment bill.
ZICOMO suggested the action could be retaliatory, particularly in light of the commission’s report on proceedings related to proposed changes that may extend the president’s term in office.

The organisation also warned of what it described as increasing concentration of power within the presidency, alleging a pattern of sidelining dissenting voices and weakening independent oversight bodies.
Under Majome’s leadership, the Zimbabwe Human Rights Commission had been active in monitoring human rights conditions and holding authorities accountable, according to the statement.
ZICOMO is now calling for Majome’s immediate reinstatement and the formation of an independent tribunal to review any allegations against her, arguing that such steps are essential to safeguard constitutional order and protect human rights institutions.
The group further urged citizens, civil society actors, and political stakeholders to remain vigilant and defend democratic principles, particularly as Zimbabwe approaches its independence anniversary.
Respected constitutional expert Professor Lovemore Madhuku has meanwhile praised Majome for turning the ZHRC into a “truly independent body” adding that fellow activists would fight against her dismissal.
“Jessie Majome turned the ZHRC into a truly independent body and led it in its principled rejection of CAB#3. For that, the President has dismissed her.
“This is unconstitutional and void. We will fight it. It is the continuation of the silencing of every voice against CAB#3.”
