Transparency International Zimbabwe has filed a High Court application seeking an order stopping the police from demanding spot fines from motorists.
Police have launched another massive crackdown on major roads leading in and out of Harare, checking on unlicensed drivers and uninsured vehicles.
There was “action-packed comedy” when a commuter omnibus operator assaulted police officers in Bulawayo’s Luveve 5 suburb accusing them of demanding a bribe. The operator was stopped by police officers just after the railway line at Cowdray Park.
Police have no right to impound vehicles from motorists without money to pay spot fines, a Cabinet minister has said. Justice Minister Patrick Chinamasa also said the public had the right to sue the police if their windscreens were smashed for no legitimate reasons.
The High Court on Thursday ruled that police are empowered to fine motorists not displaying new licence discs on their vehicles, despite the extension of the licensing deadline to June 30. The court dismissed an application by lawyer and motorist Ms Roselyn Hanzi.
The vehicle licensing deadline will not be extended further, Transport, Communication and Infrastructural Development Minister Nicholas Goche has said after touring the Zimbabwe National Road Administration head office at Glenroy Shopping Centre in Highlands.
About 220 000, out of an estimated 800 000 vehicles, were registered with the Zimbabwe National Road Administration’s new computerised licence disc system by May 31, raising fears that the remaining 26 days may be too short to complete the process.
