I have had time to look at the new constitution of Zimbabwe, and I am convinced that the Movement for Democratic Change led by Morgan Tsvangirai was eligible to pick a candidate for mayor for Bulawayo and Harare outside the elected councillors, because in the first place, the electorate must have been allowed to directly elect these officers. My conclusion is based on the following observations:
