The Bulawayo City Council (BCC) recently flexed its muscles and set out stringent conditions on the police which had sought municipal authority to re-launch its service charter.

According to the latest BCC minutes, the council directed the police to get a clearance letter before re-launching the service charter.
The police are used to demanding clearance letters from institutions or groups of people wishing to gather in a public place.
The council, which acceded to the request by the police to hold their event at the Egodini bus terminus in Bulawayo on 27 August, also demanded that the law enforcement agency must leave the place clean and avoid making too much noise while the municipality would be indemnified from any damage.
