HARARE – Directors and Permanent Secretaries (accounting officers) are allocated cars by the Public Service Commission in it capacity as the employer. The vehicles are allocated for 2 years depending on one’s grade.

If one’s car is involved in an accident, say 6 months before the completion of two years to buy vehicle a replacement one is issued. This is where the whole corruption is involved.

A replacement vehicle is not regarded as the newly allocated vehicle, rather the initial issue date is used which technically means someone is buying a one month or two weeks old vehicle for US$ 900.

In most cases the car involved in minor accident is not surrendered but only deemed write-off without even a board of survey. Rarely, some of the cars are surrendered to CMED (Central Mechanical and Equipment Department) as per the requirement. This therefore means one has bought two state of the art cars for less than US$1000.00.

An example is a Jeep Cherokee bought by Pretty Sunguro (PSC) secretary. The car had a damaged tail light in 2013 which she took for free. She got another Jeep Cherokee which she paid for US$730.00 when it had 655 km only. She got a brand new Prado as new official vehicle which she is still using.

In 2014 she got a E350 Mercedes Benz from Premier Services Medical Aid Society (PSMAS) alongside George Charamba (presidential spokesman) as board members. This was a reward for awarding PSMAS Chief Executive Cuthbert Dube a salary and allowance amounting to US$534 000.

Within 8 months she racked US$75.000 for being a board member of PSMAS whilst patients are turned away at hospitals and dying. In January 2015 she also got another E350 Mercedes Benz from government as a new official vehicle. As I write the two brand new Benz vehicles are parked at her residence in Glen Lorne.

Pretty Sunguro and Mariyawanda Nzuwa are getting groceries worth US$ 10.000 dollars each through Mr. Chiuzingo (SSB) paymaster using money meant for the operations. Nzuwa is pocketing money of almost 1000 ghost workers on paysheet and Sunguro has her share of 500 ghost workers.

I initially leaked this issue in 2009 which led to an audit by Ernest and Young (India). The results were never made public up to this day. More than 500 employees working at Gucci (Grace Mugabe) farm are from government payroll especially from the ministry of agriculture.

This is being facilitated by Nzuwa and Joseph made (Mugabe former farm manager) who is now minister of agriculture. Made has his own share of looting in government which I am going to share in the next few weeks as soon as I finish compiling.

The accounts were the money is being deposited by Nzuwa and Sunguro cannot be traced, not to mention thousands of pensioners being prejudiced by the two among a host of Zanu PF appendages.

I have pictures of a Mitsubishi Colt bought by Elizabeth Xaba (deputy chair of health services board) for $70. Yeah, you got it right seventy dollars, Benz by nzuwa for US$300 and a colt by Phiri (Managing director, human resources at public service commission for US$ 975.00. Phiri’s car underwent a service where almost everything was changed to be entirely new and the bill amounted to US$21 000 only for the car to be sold for $9 000.
